Selectmen's Minutes 5/2/06
The weekly meeting of the Board of Selectmen was held on Tuesday evening, May 2, 2006 at 7:30 p.m.
Present: Peter A. Hamilton, Chairman; Theresa McNulty, Clerk; David L. Walsh
            George Samia, Town Administrator
            Karen Grabau, Adm. Assistant
Mr. Hamilton welcomed members and leaders of Boy Scout Troop 29, who were attending as part of their work on the Citizenship in the Community badge.
Det. Scott Allen, EBPD, met with the Board as a representative of the East Bridgewater Drug Council to explain a project, which the Council will be sponsoring to clean up the area around the skateboard park and along the adjacent roadway. Det. Allen explained that there is an ongoing problem at the skateboard park with trash/litter. Hopes that they can address problem with a Community Pride Day. Planned for May 20 beginning at noon.
A discussion was held regarding other problems at the park including youths not wearing helmets. Det. Allen noted that if police observe youths at park without helmets, they lose privileges for a specified time.
Det. Allen also noted that the Drug Council will be sponsoring the annual Concert on the Common by Dale & the Duds on June 21, 6-9 p.m. Will be submitting paperwork shortly.
Cody Wakeman, Troop 29 presented information regarding his plans for his Eagle Scout project. Explained that he wants to erect a gazebo near the skateboard park in memory of Ryan Carmichael. Has set of plans and will build gazebo with assistance from adults and troop members. Next step is to procure materials and begin building.
Mr. Hamilton recommended that Cody present his plan to the School Committee for their approval, as the gazebo will be on school land.
Mr. Walsh requested that Cody present the location where he wants to place the gazebo, so that it can be approved by the all required departments. Mrs. McNulty noted that the gazebo should be placed in an approved location for protection and safety.
Sam Young, Troop 29, also presented his Eagle Scout project. Explained that he plans to build two 8 foot picnic Tables for placement at the Middle School playground area. Noted that he has received permission from Middle School Principal Alan Duarte.
Board wished both young men good luck with their Eagle Scout Projects.

Budget Presentation
Claire Yocum, Chairperson, Conservation Commission met with the board and went over the Commission’s budget for FY07. Noted only change was 3% increase in salary.
Mrs. Yocum also discussed with the Board the new Open Space Committee, which they are looking for interested citizens to apply. Noted that the committee will work on implementing various recommendations in new Open Space Plan. Committee will consist of 7 members.
Budget Presentation
Robert Lundberg, Building Inspector met with the Board and presented the budgets for the Planning Board and Building Department. Explained increases in salary and mapping in Planning Board budget. Explained impact of increases in building permits in Town, which caused the increase Assistant Building Inspector salary.
Mr. Lundberg also noted that the office is busy on Fridays and that if the Board looks at putting back 3 ½ hour cuts, this would be an advantage for his department.
Open Forum
Bernie Doucette, Sherwood Circle questioned if the Board has done anything regarding his letter requesting lowering of speed limits within the Town. Board explained that his letter was forwarded to the Highway Surveyor and then a traffic study will have to be done. Will check with Mr. Haines on the status of the request.
Darryl Simmons, Troop 29 Scoutmaster, explained the Citizenship in Community badge and requirements, which scouts must meet.
Scouts present introduced themselves and several asked the board questions, which the Board responded to.
